{"id":49493,"date":"2023-04-25T02:25:37","date_gmt":"2023-04-25T02:25:37","guid":{"rendered":"https:\/\/egrowonline.com\/?p=49493"},"modified":"2023-04-25T02:25:37","modified_gmt":"2023-04-25T02:25:37","slug":"whats-next-for-russias-cbdc-project","status":"publish","type":"post","link":"http:\/\/egrowonline.com\/?p=49493","title":{"rendered":"What\u2019s next for Russia\u2019s CBDC project?"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div data-v-2ab31f4e=\"\">\n<p>The pilot for Russia\u2019s central bank digital currency (CBDC) pilot should have been launched on April 1, but it was delayed at practically the last moment due to the slow pace of the necessary associated legislation passing through parliament.\u00a0<\/p>\n<p>However, with the launch of the pilot still possible in May and the general roll-out of the digital ruble scheduled for 2024, the Russian project remains one of the most important CBDC developments to watch \u2014 especially given its possible role in cross-border payments between BRICS countries (Brazil, Russia, India, China and South Africa) and the intent to include it in the massive state-controlled pension system.<\/p>\n<h2>A brief timeline of Russia\u2019s CBDC<\/h2>\n<p>The first time the Bank of Russia, the country\u2019s central bank, announced its plans to explore the possibility of issuing a digital currency was in 2017. Back then, the bank\u2019s first deputy governor, Olga Skorobogatova, said a CBDC would be a priority for the bank and that it would be looking into it in the near future. <\/p>\n<p>However, at the time, Skorobogatova\u2019s boss \u2014 Bank of Russia Governor Elvira Nabiullina \u2014 refused to acknowledge it as a \u201ctop priority,\u201d <a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/cryptoruble-how-stable-could-russian-national-stablecoin-be\" data-amp=\"https:\/\/cointelegraph-com.cdn.ampproject.org\/c\/s\/cointelegraph.com\/news\/cryptoruble-how-stable-could-russian-national-stablecoin-be\/amp\" rel=\"noopener\">instead calling it<\/a> \u201ca medium-term, or, perhaps, a long-term\u201d prospect.<\/p>\n<p>In 2022, the Bank of Russia revealed it planned <a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/russia-plans-to-roll-out-digital-ruble-across-all-banks-in-2024\" data-amp=\"https:\/\/cointelegraph-com.cdn.ampproject.org\/c\/s\/cointelegraph.com\/news\/russia-plans-to-roll-out-digital-ruble-across-all-banks-in-2024\/amp\" rel=\"noopener\">to roll out the digital ruble across all banks<\/a> in the country by 2024. The bank said the implementation would take place in stages and involve extensive testing and infrastructure development. It stated that the digital ruble would coexist with cash and non-cash payment systems, providing consumers more flexibility.<\/p>\n<p>Perhaps the most significant factor in accelerating the CBDC\u2019s development was the need for a reliable tool for foreign trade and settlement following Russia\u2019s invasion of Ukraine and the subsequent sanctions implemented by several countries worldwide.<\/p>\n<p><strong><em>Magazine:\u00a0<a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/magazine\/crypto-regulation-sec-chair-gary-gensler-final-say\/\" rel=\"noopener\">Crypto regulation: Does SEC Chair Gary Gensler have the final say?<\/a><\/em><\/strong><\/p>\n<p>By early 2023, local media was reporting that the Bank Of Russia had begun studying <a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/russia-to-begin-work-on-cbdc-settlement-system-in-q1-as-sanctions-endure-report\" data-amp=\"https:\/\/cointelegraph-com.cdn.ampproject.org\/c\/s\/cointelegraph.com\/news\/russia-to-begin-work-on-cbdc-settlement-system-in-q1-as-sanctions-endure-report\/amp\" rel=\"noopener\">two possible cross-border settlement models<\/a> with the digital ruble. <\/p>\n<p>In February 2023, Skorobogatova publicly announced that the first consumer pilot for the CBDC would take place on April 1, 2023. The experiment <a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/russia-to-roll-out-cbdc-pilot-with-real-consumers-in-april\" data-amp=\"https:\/\/cointelegraph-com.cdn.ampproject.org\/c\/s\/cointelegraph.com\/news\/russia-to-roll-out-cbdc-pilot-with-real-consumers-in-april\/amp\" rel=\"noopener\">would involve 13 local banks<\/a> and several merchants, as well as real consumers \u2014 though it would be limited to the employees of participating companies. <\/p>\n<p>Russian state media subsequently <a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/russia-delays-digital-ruble-launch-testing-due-to-lawmaking-process\" data-amp=\"https:\/\/cointelegraph-com.cdn.ampproject.org\/c\/s\/cointelegraph.com\/news\/russia-delays-digital-ruble-launch-testing-due-to-lawmaking-process\/amp\" rel=\"noopener\">reported that the pilot was delayed<\/a> pending the passage of specific legislation by the State Duma, the lower chamber of the Russian parliament. The legislation will reportedly come into force no earlier than the beginning of May. <\/p>\n<p>Elena Klyuchareva, senior associate at Russian law firm KKMP, told Cointelegraph that two laws would enable the digital ruble launch. The first is a bill on amendments to the Civil Code, which determines the legal nature of the digital ruble as \u201ca form of non-cash money and contractual relations arising from the use of a digital account.\u201d <\/p>\n<p>The second is a bill on amendments to several laws, the main one being the \u201cLaw on National Payment System.\u201d These amendments stipulate the basis for the functioning of the digital ruble platform and the responsibilities of its participants.<\/p>\n<p>Both bills were adopted in the first reading by the State Duma on March 16, 2023. The term for commenting expired on April 14, 2023. \u201cWe may expect the continuation of its discussion soon, most likely in May,\u201d Klyuchareva added. <\/p>\n<h2>Digitalization and retirees\u2019 anxiety<\/h2>\n<p>Governor Nabiullina herself first <a target=\"_blank\" href=\"https:\/\/lenta.ru\/news\/2020\/12\/28\/penscifr\/\" rel=\"noopener nofollow\" data-amp=\"https:\/\/m-lenta-ru.cdn.ampproject.org\/c\/s\/m.lenta.ru\/news\/2020\/12\/28\/penscifr\/amp\/\">suggested<\/a> using the digital ruble in pension payments back in 2021, with few details regarding how it would work.<\/p>\n<p>Discussions around the idea resurfaced at the end of March 2023 as the state-controlled Izvestia newspaper once again <a target=\"_blank\" href=\"https:\/\/iz.ru\/1489791\/mariia-shaipova\/ne-beznal-no-i-ne-kripta-chto-takoe-tcifrovaia-pensiia\" rel=\"noopener nofollow\" data-amp=\"https:\/\/iz-ru.cdn.ampproject.org\/c\/s\/iz.ru\/export\/google\/amp\/1489791\">teased<\/a> the CBDC pilot. Several weeks later, Nabiullina had to <a target=\"_blank\" href=\"https:\/\/lenta.ru\/news\/2023\/04\/10\/no_cifra\/\" rel=\"noopener nofollow\" data-amp=\"https:\/\/m-lenta-ru.cdn.ampproject.org\/c\/s\/m.lenta.ru\/news\/2023\/04\/10\/no_cifra\/amp\/\">clarify<\/a> that the digital ruble wouldn\u2019t be the principal or even the common currency for pension payments but an additional option. <\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/s3.cointelegraph.com\/uploads\/2023-04\/42e8d4d8-329e-4d1b-9c3a-2de64b270c40.jpeg\" \/><figcaption style=\"text-align: center\"><em>Nabiullina in 2017<\/em><\/figcaption><\/figure>\n<p>The pension system, for which the state is primarily responsible, is a traditionally sensitive area of politics and economics in Russia. With the elderly often being far from tech-savvy, the mention of something \u201cdigital\u201d can provoke anxiety. However, Chris Emms, a former business developer at Bitcoin.com who now lives in Russia, said:<\/p>\n<blockquote><p>\u201cThe average Russian pensioner will still be able to spend their money in the exact same way and likely won\u2019t even realize that their money is digital.\u201d<\/p><\/blockquote>\n<p>Aleksandr Podobnykh, head of the Saint Petersburg branch of the Association of Chief Information Security Officers, also doesn\u2019t see any potential tension.<\/p>\n<p>He told Cointelegraph that while many citizens, including pensioners, will eventually interact with the digital ruble, the government will probably use some kind of incentivization policy to help people switch to the digital form of money. In fact, digitalization has been a priority for quite some time.<\/p>\n<p>\u201cToday, there are a huge number of initiatives and events aimed at improving the culture of citizens in the field of digital technologies and electronic services. Special attention is also paid to information on investment and security issues in this area,\u201d Podobnykh said.<\/p>\n<h2>Will the digital ruble find adoption?<\/h2>\n<p>Will the digital ruble significantly affect the use of private cryptocurrencies in the country? All over the world, CBDCs are under development, and the crypto community at large perceives this as governments\u2019 answer to the rise of digital money. <\/p>\n<p>The Russian central bank has been highly hostile to any idea of legalizing crypto and even fought the Ministry of Finance on the matter. Podobnykh has no doubts about the bank\u2019s plans regarding the new currency:<\/p>\n<blockquote><p>\u201cUndoubtedly, with such an emphasis of the central bank on the monopoly use of the ruble, its position will remain strong. And don\u2019t forget the plans to use it in calculations in the CSTO [Collective Security Treaty Organization] and BRICS countries.\u201d<\/p><\/blockquote>\n<p>Emms sees the launch of the CBDC as a type of compromise between the anti-crypto central bank and the Russian politicians in the Duma who are \u201ctaking a positive stance over crypto regulation in general.\u201d He believes the central bank hopes Russians will \u201cchoose to put their money into CBDC instead of buying high-risk altcoins.\u201d<\/p>\n<p><strong><em>Recent:\u00a0<a target=\"_blank\" href=\"https:\/\/cointelegraph.com\/news\/connecting-defi-how-multichain-token-systems-can-improve-liquidity\" data-amp=\"https:\/\/cointelegraph-com.cdn.ampproject.org\/c\/s\/cointelegraph.com\/news\/connecting-defi-how-multichain-token-systems-can-improve-liquidity\/amp\" rel=\"noopener\">Connecting DeFi: How multichain token systems can improve liquidity<\/a><\/em><\/strong><\/p>\n<p>Klyuchareva said that the Bank of Russia expects the digital ruble to replace cryptocurrencies within Russia and be more popular as a safer instrument for settlements and investment. \u201cWhether this expectation will come to life remains to be seen,\u201d she concluded. <\/p>\n<p>Speaking to the members of one of the parliamentary parties on April 17, Nabiullina didn\u2019t refute the possibility of using cryptocurrency in foreign trade. Strangely enough, she didn\u2019t <a target=\"_blank\" href=\"https:\/\/tass.ru\/ekonomika\/17542637\" rel=\"noopener nofollow\" data-amp=\"https:\/\/tass-ru.cdn.ampproject.org\/c\/s\/tass.ru\/ekonomika\/17542637\/amp\">specify<\/a> whether this cryptocurrency would be private or issued by the central bank but mentioned the creation of \u201cspecial entities responsible for mining.\u201d <\/p>\n<p>That makes the central bank\u2019s stance on the digital ruble and private crypto less transparent \u2014 the \u201cexperimental\u201d plan to mine some currency and the testing of a national CBDC for cross-border settlements seem to contradict each other.
