Cryptoassets, in addition to digital currencies such as bitcoin, ether, and tether, could contain other hypothetically valuable digital assets such as non-fungible tokens.<\/p>\n<div style=\"width: 630px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i.guim.co.uk\/img\/media\/e92e1d7064543fac90f286a0bf80eec4bcbe0bc2\/0_212_4000_2401\/master\/4000.jpg?width=620&amp;quality=85&amp;fit=max&amp;s=f0676e34e022729aa97111d5e17208b0\" alt=\"A woman walks outside the Kremlin, Red Square and St Basil's Cathedral in central Moscow\" width=\"620\" height=\"372\" \/><\/p>\n<p class=\"wp-caption-text\">Dimitar Dilkoff\/AFP\/Getty<\/p>\n<\/div>\n<p>The rules established by the Treasury\u2019s Office of Financial Sanctions Implementation will make crypto exchanges criminally liable if they fail to disclose clients targeted for sanctions.<\/p>\n<p>According to the guidelines, crypto exchanges must act quickly if they suspect that one of their customers is subject to penalties, or if they suspect a breach of sanctions, putting them in the same category as estate agents, accountants, attorneys, and jewellers.<\/p>\n<p>Financial sanctions against individuals and companies associated with Vladimir Putin\u2019s regime have been among the UK\u2019s most visible responses to the invasion of Ukraine.<\/p>\n<p>Sanctions have been levied against oligarchs and family with direct stakes in cryptoassets. These have included Vladimir Potanin, Russia\u2019s previous second richest man, who backed Atomyze, a Swiss blockchain company.<\/p>\n<p>Said Gutseriev, the oligarch Mikhail\u2019s son, owned a stake in a Belarus-based cryptocurrency exchange until August 2021, when he was sanctioned on the same day as Potanin in June. Oleg Deripaska, a metals tycoon, has already encouraged Russia\u2019s central bank to allow bitcoin to be used as a form of payment. There is no evidence that they employed cryptoassets to avoid penalties.<\/p>\n<p>Binance, the world\u2019s largest cryptocurrency exchange by trading volume, announced in April that it had blocked the accounts of Russian politicians\u2019 relatives, including Polina Kovaleva, the stepdaughter of Foreign Minister Sergei Lavrov, and Elizaveta Peskova, the daughter of Putin\u2019s spokesman, Dmitry Peskov.
