One of the largest \u2013 and yet surprisingly overlooked \u2013 of those ripples can be seen in the Arctic. Because of Putin\u2019s beastly assault on Ukraine, the security posture of the United States and its NATO allies in the Arctic has dramatically improved.<\/p>\n<p><b>Arctic <\/b><b>a<\/b><b>dditions<\/b> <\/p>\n<p>There are two main reasons for this welcome development. First, the entire alliance finally grasps the threat posed by Putin and finally realizes the only prudent course of action is to take Putin at his word.\u00a0If he <a target=\"_blank\" href=\"https:\/\/www.globalr2p.org\/wp-content\/uploads\/2021\/07\/the-georgia-russia-crisis-and-the-r2p-background-note.pdf\" rel=\"noopener\">concocts<\/a> fantasies about anti-Russian genocide in Georgia before attacking it, if he <a target=\"_blank\" href=\"https:\/\/blogs.lse.ac.uk\/lseih\/2020\/07\/01\/there-is-no-ukraine-fact-checking-the-kremlins-version-of-ukrainian-history\/\" rel=\"noopener\">says<\/a>\u00a0\u201cUkraine is not even a state\u201d before trying to absorb it, if he points to czarist maps and compares himself to a latter-day <a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/world\/putin-ukraine-russia-tsar-peter-great-imperialism-rcna32909\" rel=\"noopener\">Peter the Great<\/a>, then his declaration that Russia\u2019s interests \u201care concentrated in the Arctic\u201d \u2013 and his claims over vast swaths of Arctic territory \u2013 must be confronted. <\/p>\n<p>In the past decade, while NATO focused on <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_113694.htm\" rel=\"noopener\">nation-building<\/a> and <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_69366.htm\" rel=\"noopener\">counterterrorism<\/a> in Afghanistan, civilian-protection in <a target=\"_blank\" href=\"https:\/\/www.google.com\/search?q=nato+libya+civilian+protection&amp;sxsrf=ALiCzsZYdW1cEVblt7cwC3p-PRvF1foiqg%3A1655141407328&amp;ei=H3SnYvTXE8bLtAbzjJbAAQ&amp;ved=0ahUKEwi044ud-qr4AhXGJc0KHXOGBRgQ4dUDCA0&amp;uact=5&amp;oq=nato+libya+civilian+protection&amp;gs_lcp=Cgdnd3Mtd2l6EAMyCwghEB4QFhAdEIsDMgsIIRAeEBYQHRCLAzoHCAAQRxCwAzoFCAAQkQI6CAgAEIAEELEDOgUIABCABDoKCAAQgAQQhwIQFDoFCC4QgAQ6BggAEB4QFjoFCAAQhgM6BQghEKABOgUIIRCrAjoICCEQHhAWEB06CAghEKABEIsDSgQIQRgASgQIRhgAUPQEWNkmYLAqaAFwAXgAgAHDAYgB_xySAQQwLjI1mAEAoAEByAEIuAEDwAEB&amp;sclient=gws-wiz\" rel=\"noopener\">Libya<\/a>, <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_48815.htm\" rel=\"noopener\">counterpiracy<\/a> off the Horn of Africa, and pandemic <a target=\"_blank\" href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/2021\/2\/pdf\/2102-factsheet-COVID-19_en.pdf\" rel=\"noopener\">response and resiliency<\/a>, Putin has been pouring military resources into bolstering his outlandish Arctic claims. These claims include half the Arctic Circle and the entire North Pole \u2013 some <a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/russia-claims-463000-square-miles-arctic-territory-359829\" rel=\"noopener\">463,000 square miles\u00a0of Artic territory<\/a>.\u00a0<\/p>\n<p>Putin\u2019s Arctic <a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2021\/04\/05\/europe\/russia-arctic-nato-military-intl-cmd\/index.html\" rel=\"noopener\">buildup<\/a> includes activation\/reactivation of six military bases and 14 military airfields within the Arctic Circle; activation of anti-ship and anti-air missile and radar sites; multiple airborne-assault exercises, amphibious landings and large-scale wargames, some enfolding as many as 80,000 troops and 220 aircraft; and a range of threatening actions directed at America\u2019s Arctic presence. For instance, Russia\u2019s air force has revived the Cold War-era practice of <a target=\"_blank\" href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2021\/04\/28\/spike-in-russian-aircraft-intercepts-straining-air-force-crews-in-alaska-three-star-says\/\" rel=\"noopener\">testing<\/a> air defenses in Alaska,\u00a0<a target=\"_blank\" href=\"https:\/\/www.newsweek.com\/russian-warships-fishing-fleet-alaska-1528520\" rel=\"noopener\">flouted<\/a> America\u2019s exclusive economic zone off Alaska\u00a0and conducted large-scale <a target=\"_blank\" href=\"https:\/\/www.alaskapublic.org\/2020\/08\/30\/over-50-warships-were-involved-in-russian-navy-exercises-that-surprised-alaskan-trawlers\/\" rel=\"noopener\">maneuvers<\/a> along the edge of Alaskan waters.\u00a0 <\/p>\n<p>As a Canadian general at NORAD puts it, \u201cThis adversary \u2013 this competitor, Russia \u2013 has advanced on all fronts.\u201d<\/p>\n<p>That brings us to a second reason NATO\u2019s position in the Arctic is rapidly evolving and improving: Putin\u2019s invasion of Ukraine has forced Finland and Sweden \u2013 two key Arctic nations \u2013 to join the alliance. With Ukraine in full view, these longtime neutrals recognize not just that they will be better off defending their territory, sovereignty and freedom as members rather than mere neighbors of NATO, but that they will be safer from attack behind NATO\u2019s shield than they will beyond it.\u00a0<\/p>\n<p>Sweden and Finland are not helping only themselves by joining NATO. Unlike some recent additions to the alliance, Sweden and Finland will be net exporters of security \u2013 especially in the Arctic.<\/p>\n<p>Both Sweden and Finland participated in NATO\u2019s high-intensity, large-scale Cold Response <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/news_194434.htm\" rel=\"noopener\">exercise<\/a> this year, which tested the ability of tens of thousands of troops from 27 allied militaries \u201cto defend, fight and survive in an Arctic environment.\u201d In 2021, Sweden hosted the Arctic Challenge exercise, which brought together warplanes from Sweden and Finland, along with NATO members Britain, Denmark, Germany, the Netherlands and the United States. In 2020, U.S. B-1B <a target=\"_blank\" href=\"https:\/\/reader.defensenews.com\/2020\/05\/20\/in-a-first-b-1s-fly-over-sweden-for-training\/content.html\" rel=\"noopener\">bombers<\/a> joined Swedish fighters in maneuvers over Sweden, and Swedish and U.S. air and naval assets carried out combat maneuvers in and above the Baltic Sea. U.S. Marines have deployed to Sweden for cold-weather exercises and <a target=\"_blank\" href=\"https:\/\/www.dvidshub.net\/image\/3141673\/us-marines-participate-swedish-basic-winter-warfare-course\" rel=\"noopener\">winter-warfare training<\/a> with their Swedish hosts.<\/p>\n<p>Beyond the Arctic, Sweden has contributed to NATO missions in Bosnia, Kosovo, Afghanistan, Libya and Iraq. Sweden ranks in the top 25 on a global <a target=\"_blank\" href=\"https:\/\/www.globalfirepower.com\/country-military-strength-detail.php?country_id=sweden\" rel=\"noopener\">index<\/a> of military capabilities. Swedish firms design and field some of the best weapons systems in the world, including many of the <a target=\"_blank\" href=\"https:\/\/www.saab.com\/products\/nlaw\" rel=\"noopener\">antitank weapons<\/a> that are defending <a target=\"_blank\" href=\"https:\/\/www.19fortyfive.com\/2022\/03\/nlaw-the-missile-that-is-slaughtering-russian-tanks-in-ukraine\/\" rel=\"noopener\">Ukraine<\/a> from Putin\u2019s army of <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/apr\/11\/ukrainian-homes-looted-by-russian-soldiers\" rel=\"noopener\">looters<\/a> and <a target=\"_blank\" href=\"https:\/\/www.osce.org\/files\/f\/documents\/f\/a\/515868.pdf\" rel=\"noopener\">rapists<\/a>. <\/p>\n<p>Finland fields a stout military of 280,000 personnel and 900,000 reservists. Finland has <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_49594.htm\" rel=\"noopener\">contributed<\/a> to NATO operations in Bosnia, Kosovo and Afghanistan. Finland also is a part of NATO\u2019s\u00a0<a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/topics_50107.htm\" rel=\"noopener\">strategic airlift<\/a> initiatives, participates in NATO\u2019s <a target=\"_blank\" href=\"https:\/\/ccdcoe.org\" rel=\"noopener\">Cooperative Cyber Defense Center<\/a>,\u00a0and provides logistical support to NATO forces based in or transiting through Finnish territory. And <a target=\"_blank\" href=\"https:\/\/icds.ee\/en\/finland-and-sweden-do-not-have-the-nato-option-they-think-they-have\/\" rel=\"noopener\">Finland<\/a> invests 2% of GDP on defense \u2013 a standard NATO expects of all members. <\/p>\n<p><b>Arctic <\/b><b>n<\/b><b>ations<\/b><b>\u00a0<\/b><\/p>\n<p>Although NATO\u2019s focus for much of its 73 years has been on the North Atlantic and Central Europe \u2013 places like GIUK Gap, Fulda Gap and Suwalki Gap \u2013 recall that several current NATO members are Arctic nations: the United States, Canada, Iceland, Denmark and Norway. <\/p>\n<p>In the wake of Russia\u2019s Ukraine invasion, Norway announced significant increases in military spending \u2013 most <a target=\"_blank\" href=\"https:\/\/www.regjeringen.no\/en\/aktuelt\/regjeringen-med-strakstiltak-for-a-styrke-forsvaret\/id2904668\/\" rel=\"noopener\">earmarked<\/a> for defending the \u201cHigh North.\u201d In addition, Norway has moved its military headquarters north of the Arctic Circle, transferred a substantial part of its operational forces to the north and based its largest active army unit above the Arctic Circle, according to the Stockholm International Peace Research Institute. <\/p>\n<p>Denmark\u00a0recently <a target=\"_blank\" href=\"https:\/\/www.thearcticinstitute.org\/arctic-aspects-denmark-new-foreign-security-policy-strategy\/\" rel=\"noopener\">invested<\/a> hundreds of millions in an \u201cArctic capacity package\u201d focused on security and surveillance in the Arctic, has created an Arctic military command, and is standing up an <a target=\"_blank\" href=\"https:\/\/www.fmn.dk\/en\/topics\/nationale-opgaver\/arctic\/\" rel=\"noopener\">Arctic Response Force<\/a> composed of rapid-reaction air, maritime and land units.<\/p>\n<p>Canada\u2019s military conducts <a target=\"_blank\" href=\"https:\/\/www.nationalguard.mil\/News\/Article\/1531500\/us-canadian-forces-strengthen-bond-with-maple-resolve\/\" rel=\"noopener\">allied<\/a> and Canada-only exercises in the <a target=\"_blank\" href=\"http:\/\/www.forces.gc.ca\/en\/operations-canada-north-america-recurring\/op-nunalivut.page\" rel=\"noopener\">Arctic<\/a>. Ottawa recently announced plans to invest nearly $1 billion on a <a target=\"_blank\" href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2022\/04\/28\/eyeing-hypersonic-threat-canada-nears-robust-norad-investment\/?mc_cid=7c25f3071c&amp;mc_eid=0a51c5fb81\" rel=\"noopener\">new Arctic radar system<\/a> to defend U.S. and Canadian territory. And Canada partners with the United States on the biennial Arctic Edge exercise. <\/p>\n<p>That brings us to America\u2019s renewed focus on Arctic security and deterrence. A recent Pentagon report bluntly states: \u201cThe United States is an Arctic nation.\u201d<\/p>\n<p>To consolidate and solidify its operations in Alaska, the Pentagon in June redesignated the Army\u2019s 12,000 troops in the 49th state as the <a target=\"_blank\" href=\"https:\/\/www.military.com\/daily-news\/2022\/06\/06\/army-forms-11th-airborne-division-amid-focus-arctic-warfare.html\" rel=\"noopener\">11th Airborne Division<\/a>. The soldiers in the reconstituted 11th Airborne, Army Chief of Staff Gen. James McConville <a target=\"_blank\" href=\"https:\/\/www.military.com\/daily-news\/2022\/06\/11\/strategically-located-unit-alaska-army-extends-its-reach.html?ESRC=eb_220613.nl\" rel=\"noopener\">vows<\/a>, will be \u201cmasters\u201d in \u201cArctic warfighting, in extreme cold weather, in mountainous and high-altitude terrain.\u201d According to Maj. Gen. Brian Eifler, commander of the 11th Airborne, America\u2019s Arctic soldiers will draw lessons from their Canadian and Norwegian brothers in arms.<\/p>\n<p>That\u2019s just the tip of the iceberg for U.S. forces in the High North. All told, the U.S. military has 22,000 active-duty personnel (plus 4,700 Guardsmen and reservists) deployed in <a target=\"_blank\" href=\"https:\/\/www.jber.jb.mil\/Units\/Alaskan-Command\/\" rel=\"noopener\">Alaska<\/a>. America\u2019s <a target=\"_blank\" href=\"https:\/\/www.f35.com\/f35\/news-and-features\/north-to-the-future-f35-and-alaskas-strategic-mission.html\" rel=\"noopener\">largest concentration<\/a> of fifth-generation warplanes (<a target=\"_blank\" href=\"https:\/\/www.19fortyfive.com\/2022\/05\/why-u-s-stealth-f-22-raptors-and-f-15-are-training-in-alaska\/\" rel=\"noopener\">F-22s<\/a> and <a target=\"_blank\" href=\"https:\/\/www.adn.com\/alaska-news\/military\/2017\/11\/12\/the-first-f-35-jet-is-being-tested-at-eielson-air-force-base-the-fairbanks-area-is-preparing-for-a-population-jump\/\" rel=\"noopener\">F-35s<\/a>) is deployed in Alaska, and the Air Force is investing some <a target=\"_blank\" href=\"https:\/\/www.airforcemag.com\/air-force-to-increase-arctic-investment\/?mc_cid=621ee52dae&amp;mc_eid=0a51c5fb81\" rel=\"noopener\">$6 billion<\/a> annually in Arctic capabilities. <\/p>\n<p>Some Marine Corps units are training at the Army\u2019s Northern Warfare Training Center in Alaska; others are deploying to <a target=\"_blank\" href=\"https:\/\/www.rand.org\/blog\/2021\/09\/as-us-shifts-arctic-strategy-to-counter-russia-allies.html\" rel=\"noopener\">Norway<\/a> for cold-weather training.<\/p>\n<p>U.S. submarines have spearheaded Arctic exercises designed to explore operational capabilities in this unique environment. U.S. anti-submarine planes are flying out of <a target=\"_blank\" href=\"https:\/\/news.usni.org\/2018\/10\/24\/iceland-embracing-its-strategic-location-though-supporting-nato-air-defense-hosting-us-planes\" rel=\"noopener\">Iceland<\/a>. And U.S. warships are conducting joint-training <a target=\"_blank\" href=\"https:\/\/www.navy.mil\/Press-Office\/News-Stories\/Article\/3001698\/us-iceland-wrap-up-exercise-northern-viking-2022\/\" rel=\"noopener\">operations<\/a> around Iceland with French, British, German, Norwegian and Icelandic units.<\/p>\n<p><b>Arctic alliance\u00a0<\/b><\/p>\n<p>With Finland and Sweden soon joining the alliance, NATO\u2019s presence, capabilities and interest in the Arctic will only increase.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/03\/29\/new-strategy-sharpens-uk-military-focus-on-the-arctic\/\" rel=\"noopener\">Britain<\/a>, which is a key partner in a range of allied exercises in the Arctic, recently called for \u201cNATO to take a more proactive approach to the High North.\u201d NATO Secretary General Jens <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/opinions_193681.htm?selectedLocale=en\" rel=\"noopener\">Stoltenberg<\/a> declared in March that \u201cNATO is an Arctic alliance.\u201d He believes \u201ca strong, firm and predictable allied presence is the best way to ensure stability and protect our interests.\u201d<\/p>\n<p>In short,<b> <\/b>all the building blocks are in place for NATO to address the threat posed by Putin\u2019s <a target=\"_blank\" href=\"https:\/\/www.cnn.com\/2021\/04\/05\/europe\/russia-arctic-nato-military-intl-cmd\/index.html\" rel=\"noopener\">militarization<\/a> of the Arctic. It\u2019s time for NATO\u2019s current and future Arctic members to formalize and harmonize their efforts, combine their capabilities, and deal with\u00a0Moscow\u00a0from a posture of unity and strength. There are many approaches the alliance can take to achieve that goal: an <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/ie\/natohq\/topics_49174.htm\" rel=\"noopener\">Arctic Affairs Committee<\/a> or <a target=\"_blank\" href=\"https:\/\/apps.dtic.mil\/sti\/pdfs\/ADA524805.pdf\" rel=\"noopener\">Arctic Working Group<\/a>, a Center for Arctic Security modeled after <a target=\"_blank\" href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_68372.htm\" rel=\"noopener\">other centers<\/a> dedicated to specific security issues, even a full-fledged <a target=\"_blank\" href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/pdf_2018_02\/1802-Factsheet-NATO-Command-Structure_en.pdf\" rel=\"noopener\">Allied Command Arctic<\/a>. <\/p>\n<p>The primary goal of such an effort would be to deter Putin from extending his war of czarist neo-imperialism into Arctic territory.
