This will also give the division their own rulemaking authority to determine the standards a third party must meet to provide these payment services.<\/p>\n<p>Finally, the third bill,<a target=\"_blank\" href=\"https:\/\/le.utah.gov\/~2022\/bills\/static\/SB0182.html\" data-type=\"URL\" data-id=\"https:\/\/le.utah.gov\/~2022\/bills\/static\/SB0182.html\" rel=\"noreferrer noopener\"> SB 182<\/a>, establishes a framework of ownership for digital access.
